In 2017, the Minister of Economic Affairs decided to establish a knowledge programme on mining effects in The Netherlands to enhance the capabilities of public mining authorities and research organisations in The Netherlands: the KEM programme. After the evaluation in 2022, the programme has been extended untif 2028.

The Ministry of Economic Affairs and Green Growth (KGG) and State supervision of Mines (SSM) organise the programme together with indepent KEM scientific expert panels. Their roles and activities are defined in the KEM strategy and modus operandi.

The chair of the KEM scientific expert panel yearly reports on KEM activities to the Ministry and discusses yearly the progress with the Ministry and SSM to - if needed - adjusts the KEM programme.
